What the public call sets out
Public call EnU-2/26 of the Environmental Protection and Energy Efficiency Fund was published on 9 October 2026. After postponements, applications are scheduled to open on Thursday 5 November at 9:00 via the eFZOEU system. The grant for electric passenger cars is up to 40% of the eligible price, subject to fixed caps. Before applying, check the latest amendments and documents on the Fund's official website.
| Vehicle type | Price incl. VAT | Maximum grant |
|---|---|---|
| Electric passenger car M1 | Up to €35,000 | €9,000 (up to 40%) |
| Electric passenger car M1 | Over €35,000 up to €62,500 | €7,000 (up to 40%) |
| Passenger car over €62,500 | Above the limit | Not eligible |
| Electric vehicles, categories L1–L7 | Up to €35,000 | €2,500 (up to 40%) |
Eligible are adult natural persons with residence in Croatia, for one eligible vehicle. Only battery-electric vehicles are eligible; electric bicycles, including bicycles with an auxiliary motor, are not covered. The vehicle must be new, and eligible purchase methods are cash or credit, as well as financial leasing according to the call's terms. Operating lease is not eligible. The subsidy is paid out after the purchase, registration and submission of appropriate evidence. Therefore, financing for the purchase must be secured in advance, with special rules for financial leasing described below.
Deadlines and buyer obligations
A vehicle paid in full before the call was published on 9 October 2026 is not eligible. A deposit is eligible if it was incurred and paid no earlier than 1 January 2026; paying a deposit is not required to apply. The vehicle must be bought and registered by 31 March 2028, and the complete payment request submitted by 30 April 2028. The vehicle must be kept in ownership or use for two years from the date the Fund pays out.
A financial leasing agreement can have a repayment period of a maximum of five years. Before submitting a disbursement request, the beneficiary must settle the down payment and instalments in a total amount equal to or greater than the approved subsidy, and must settle all remaining obligations from the agreement and provide proof to the Fund no later than five years from the date of the subsidy disbursement (public call, pp. 3 and 7). It is necessary to secure financing for the total purchase, but leasing does not require paying the full price before the subsidy is disbursed.
Why does the €35,000 threshold matter so much?
Cheaper cars do not automatically get €9,000
For a car costing €16,984, 40% is €6,793.60. Only when the price reaches €22,500 does 40% equal the full €9,000. This difference matters for the smallest electric city cars.
One euro more can mean €2,000 less support
An electric car costing exactly €35,000 comes to €26,000 with the full grant. A car costing €35,001 falls into the band with a maximum of €7,000 and costs €28,001 after the full grant. That is why the final offer should be checked for the price including VAT, extra equipment and any discounts.
Indicative calculation for an M1 electric passenger car, based on the published formula. The final amount and eligibility are determined by the Fund.
Comparison: what do electric cars cost after the grant?
The comparison uses prices from Bug's overview published on 19 October 2026. Prices depend on the version, equipment and discount terms. Before buying, request a written quote specifying the price, exact version, battery capacity and delivery date.
Horizontal: price after grant; vertical: WLTP range. Higher and further left means more declared range for less money.

How to apply?
- Check that you can access the eFZOEU system via fondovi.gov.hr with an NIAS credential of substantial assurance level.
- Obtain an indicative offer with the price in euros, manufacturer, model, powertrain type and vehicle type-approval category. Fill in any missing details with a catalogue, certificate or equivalent document.
- Prepare the application form from Annex 1 in XLSX format, a certificate of residence no older than 30 days on the day of application and the signed statement from Annex 2. Documents other than the application form are submitted in PDF format.
- If the application is submitted by a representative, attach a special power of attorney under Annex 3, certified by a notary public. A power of attorney issued to a lawyer does not need notarisation.
- Applications open on 5 November 2026 at 9:00. The call runs until the end of 2026 or until the funds are used up, whichever comes first. Check all details and attachments before submitting.
- Track the status in the “Moje prijave” (My applications) module. Submitting an application does not guarantee a grant. Before committing to a seller, check the Fund's decision, contract and conditions.
Can you buy a car in Slovenia or Germany with the Croatian grant?
Yes, buying in another EU country is eligible according to the Fund's clarification. The vehicle must meet the call's definition of a new vehicle, be type-approved for road use in Croatia and, after purchase, be registered for the first time in Croatia. A previous regular registration in another country is not eligible. The Fund does not regard trade, export (for example Zoll) or transferable plates as registration for the purposes of the call. Documents in a foreign language require a translation into Croatian certified by a sworn court interpreter. Source: FZOEU, answer 40.
When buying a new vehicle from the EU, the application states the vehicle's value including Croatian VAT. An advertised foreign price should therefore not automatically be compared with the Croatian price on the invoice. Ask for an offer that clearly separates the vehicle price, VAT and additional costs. FZOEU, answer 10.
What if the car has been used for test drives?
Mileage from test drives on transferable plates does not by itself rule out the grant. The Fund sets no maximum mileage for such vehicles, but they must meet the definition of a new vehicle and all other conditions of the call. A “demo” label in an advert is not sufficient proof of eligibility. FZOEU, answer 36.
Family EV up to €35,000: what to compare besides range?
For a family car up to €35,000, it is worth comparing the Kia EV3, Leapmotor B10 and Lynk & Co 02. Along with price and range, on a test drive check passenger space, boot, comfort and charging capabilities.
| Model from the market overview | Price before grant | After full grant | WLTP |
|---|---|---|---|
| Leapmotor B10 | 30.990 € | 21.990 € | 361 km |
| Kia EV3 | 34.498 € | 25.498 € | 436 km |
| Lynk & Co 02 | 34.990 € | 25.990 € | 435 km |
Prices and ranges from Bug's October 2026 overview apply to the listed vehicle versions.
Take a child seat and pushchair to the test drive. Check the space behind the driver, ISOFIX access, the width and shape of the boot and comfort on poor roads. For trips, ask for the DC charging time from 10 to 80% and the conditions of that measurement, and for home charging, the supported AC power. It also matters who services the car, how far away the workshop is and whether a courtesy car is available.
How much do you save with home charging, and how much at public chargers?
The grant reduces the purchase price, while the price of charging determines part of the later costs. The following example assumes 15,000 km a year and 20 kWh of drawn, billed energy per 100 km, including charging losses. Electricity and petrol prices in the table are set assumptions for comparison, not current tariffs or guaranteed consumption of a specific model.
| Usage example | Assumed price | Energy per 100 km | Annual cost |
|---|---|---|---|
| EV, cheaper home charging | €0.15/kWh | 3,00 € | 450 € |
| EV, mid-price charging | €0.35/kWh | 7,00 € | 1.050 € |
| EV, expensive public charging | €0.65/kWh | 13,00 € | 1.950 € |
| Petrol car, 6 l/100 km | 1,50 €/l | 9,00 € | 1.350 € |
Under these assumptions, the EV saves €900 a year on energy at €0.15/kWh or €300 at €0.35/kWh; at €0.65/kWh it costs €600 more than the petrol car compared. For mixed charging, calculate the average price by the share of kWh charged, not just the number of visits to a charger. Session fees, parking and subscriptions are added separately.
Your own calculation: annual kilometres ÷ 100 × billed kWh per 100 km × price per kWh. For home charging, enter the actual variable energy cost including network charges and levies. Total cost of ownership must also include purchase and financing, charger installation, servicing, insurance, tyres and expected resale value. This table compares energy only.
Seven things to check before paying a deposit
- Written offer: exact version and battery, price including VAT, equipment, discount conditions and separate fees.
- Deposit and delivery: agree in writing what happens if you do not get the grant or delivery is late. A refund of the deposit does not follow automatically from the Fund's rules; it depends on your contract with the seller.
- Real-world space: try the child seats, pushchair, luggage and access to the rear bench.
- Charging on your routes: check your home connection, the car's AC charging, available public chargers, their prices and an alternative if a charger is occupied.
- Winter journey: look for a comparable test at the stated temperature and speed, including heating and a battery reserve. The WLTP figure is not a motorway range promise.
- Battery and warranty: ask for the written warranty terms, mileage limit and any guaranteed remaining capacity. The battery chemistry label alone is not a sufficient criterion for choosing a vehicle.
- Software and service: check the software version, how updates are delivered, how the air conditioning, navigation and phone connectivity work, and the availability of service and parts.
Conclusion
Incentives significantly lower the upfront price of an electric car, but they do not change all the costs of ownership. Before buying, compare your real range needs, charging options and total costs. The €35,000 threshold deserves special attention, because a small change in the final price can change the amount of the grant.

The comparison is an editorial selection of 26 models from Bug's price overview collected on 13 and 14 October 2026. It is not a list of all available models or a ranking of overall value. Grants are calculated with the formula min(40% of price, €9,000) up to and including €35,000, and min(40% of price, €7,000) above that threshold up to and including €62,500. Amounts are indicative and shown to two decimal places. WLTP data are taken from the same overview; the exact version and current offer should be confirmed with the seller. For MG in particular, confirm that the quoted price applies to the version with the stated range.
